Here is a way to temporarly turn of the Windows 10 World Wide Web Publishing Service that runs on port 80 and keeps Xampp’s Apache from running on port 80.
This change of settings will only work until the next reboot of the Windows 10 computer.
On reboot the Windows 10 World Wide Web Publishing Service will start running again and block xampp from running on port 80.
You must also be logged into Windows with Administrator privileges to stop the Windows 10 World Wide Web Publishing Service.

To stop the Windows 10 World Wide Web Publishing Service

• Start by logging into Windows with an Administrator account.
• Then right click on the Windows start button and select Computer Management.
• Then click on the < sign next to Services and Applications.
• Then click Services.
• Scroll down to the bottom of the page and look for (World Wide Web Publishing Service).
• Right click on World Wide Web Publishing Service and select Stop.
• Close Computer Management screen.
• Launch xampp.

xampp’s Apache should now run using port 80.

Now that you have xampp’s Apache running on port 80 you are ready to locally develop WordPress as an example.
Remeber that after a computer reboot you will have to make this setting change again to have xampp Apache use port 80.

Here is what you will need to accomplish this bit of branding.

Next you will need the logo you want to use to replace the default WordPress wp-admin login page logo.

I also recommend using a Child Theme for your WordPress.

Let’s get started with WordPress customize wp-admin login page logo using functions php.

First FTP into the WordPress installation and go to /wordpress/wp-content/themes/child-theme directory.
You want to create a directory inside the child-theme directory named “images” without the quotes where you will upload your new logo image file.

Next upload your logo image to this /wordpress/wp-content/themes/child-theme/images/ directory.
Write down or remember the new logo’s image dimensions and file name. You will need them when configuring the code in the function.php file.
Log out of your FTP session. We are done with that part.

Next login to the WordPress/wp-admin/ page with administrator privileges. Notice the default WordPress logo on the wp-admin page.

Go to Appearance | Editor

We need to rename the logo image file to your logo’s image file name.
Edit image file name logo.jpg to your image file name.
