Sly,
You are correct this solution only works when you have access to the Windows Command Prompt.
Such as after a failed Windows update but you computer will still boot into Windows.
I don’t have a good answer for your situation.

Pull hard drive get your data off it and re-install Windows?

Maybe on my fridge? Every answer for this problem says the same shit, but I FAIL TO INSTALL WINDOWS (which is basically the situation) and you tell me “press the Start button” or to run the command prompt. WHERE????
